Recently, China has introduced multiple new regulations on chemical controls, covering categories such as precursor chemicals, new psychoactive substances, and environmentally hazardous substances, highlighting a continued tightening of regulatory oversight.

Two More Precursor Chemicals Added

Six departments, including the Ministry of Public Security, jointly announced that starting from July 20, 2025, 4-piperidon* and its derivative N-tert-Butoxycarbonyl-4-piperidon* will be classified as Category II precursor chemicals. These pale yellow powdered substances have legitimate uses in the pharmaceutical industry but may also be utilized in the synthesis of illegal drugs. This marks another revision to the Regulations on the Control of Precursor Chemicals following the addition of six substances in 2024.

Innovative Regulation Through Whole-Class Control

On June 19, the National Narcotics Control Commission announced the implementation of whole-class control for nitazene-type substances, along with the addition of 12 new psychoactive substances. This is the third time China has adopted the whole-class control model, following fentany* and synthetic cannabinoids, using the "structural similarity" principle to curb the abuse of substitutes. Meanwhile, Taiwan also introduced tiered controls for 397 PFAS (perfluoroalkyl substances) and nonylphenol substances starting June 1.
