Following a joint announcement by the Ministry of Emergency Management and nine other departments, five chemicals—including 3-Chloropropyne and 2-Iodoxybenzoic Acid—have been formally added to the Catalog of Hazardous Chemicals (2015 Edition). This regulatory update has triggered a critical compliance campaign across the chemical industry. Enterprises are now racing against the clock to secure all necessary permits and complete registrations before the final deadline of July 31, 2026, in order to meet the nation's increasingly stringent regulatory standards.
New Regulations Take Effect: A Heavy Responsibility
The implementation of these new rules marks the beginning of a stricter, more rigorous phase in the national management of hazardous chemicals. The announcement explicitly states that, effective immediately, relevant enterprises must conduct compliance registrations for the newly added hazardous chemicals and obtain the corresponding operating licenses.
Meeting the Challenge: Precise Classification and Hazards
According to the notification, the specific varieties and their associated hazards are classified as follows:
3-Chloropropyne (Alias: Propargyl chloride,): Classified as a Flammable Liquid (Category 2), Acute Toxicity - Oral (Category 3), Acute Toxicity - Inhalation (Category 3), Skin Corrosion/Irritation (Category 1B), Serious Eye Damage/Eye Irritation (Category 1), and Hazardous to the Aquatic Environment - Long Term (Category 3).
2-Iodoxybenzoic Acid : Classified as an Explosive (Division 1.1), Skin Corrosion/Irritation (Category 2), Serious Eye Damage/Eye Irritation (Category 2), and Specific Target Organ Toxicity - Single Exposure (Category 3).
p-Nitrobenzyl 2-diazoacetoacetate: Classified as an Explosive (Division 1.1).
Methanesulfonyl azide: Also classified as an Explosive (Division 1.1).
2-Nitro-3-methylbenzoic acid (Alias: 2-Nitro-m-toluic acid): Classified as having Skin Corrosion/Irritation (Category 2), Serious Eye Damage/Eye Irritation (Category 2), and Specific Target Organ Toxicity - Single Exposure (Category 3).
Driving Development Through Compliance, Securing the Future with Safety
The outcome of this critical "compliance test" will not only determine the future viability of individual enterprises but will also significantly influence the broader trajectory of compliance and standardization within the entire chemical industry.
